“We are all servants of the party. a cordial relationship and mutual understanding with one other is key. We are going to continue respecting one another but also allow offices to work independently to help achieve the overall goal for all stakeholders” Todwong said.

The party Secretary General was speaking while presiding over the handover ceremony of Hon Rose Namayanja who was appointed the new Deputy Secretary General to Ambassador Barbara Nekesa, the new NRM Treasurer.

Hon.Todwong said that working as a team will help the secretariat deliver up to the expectations of the national party chairman, Gen Yoweri Museveni and the people of Uganda.

“We promised all staff better welfare whereas the party offices are going to be open to our esteemed partners. Our mandates are not keep at the secretariat but be more in the field,” he said.

Nekesa who has been Uganda’s high commissioner in the republic of South Africa and six other countries in the Southern Africa since 2017 was appointed by the party chairman, Yoweri Kaguta Museveni as the new party treasurer.

Nekesa applauded the party chairman for appointing her in the new position but also pledged humility.

“I have humbly served my party and country at various capacities with humility and this is the specialty that I bring to the party,” Amb Nekessa said.

She congratulated her predecessor for the new appointment as the party Deputy Secretary General and pledged to work with everyone while executing her duties.

On her part, Hon Rose Namayanja welcomed the new party treasurer to the winning team at the secretariat.

“I want to welcome our colleague with whom we have worked in various capacities and has served this country still in various capacities. We are happy that you are going to work with us and together we can secure the future of Ugandans,” Namayanja said

She applauded God for helping her to serve in the capacity as the National Treasurer for the past six years, a journey she described as being fruitful, rewarding, learning and one of new experiences.

She thanked the entire NRM leadership and the staff for providing a conducive working environment that she said has laid foundation for many successes for the party.

Hon Namayanja called for cohesion at the secretariat that she said is the foundation of more success for the party.
She later handed over the instruments of power for the office of the National treasurer to the new office bearer.

The function was also attended by the party Secretariat officials included Hon Emmanuel Lumala Dombo- Director Communications and Public Relations, Counsel Oscar Kihika- Director Legal, Hajat Medina Naham, Director Finance, party secretariat staff among others.

Anyou Ngolobe Vincent, a court clerk at Nabweru Chief Magistrates Court allegedly solicited for a bribe of  Shs150,000 in exchange for assistance to secure an eviction order.

“He was today arraigned in at the Anti-Corruption court and he pleaded not guilty,” the Anti Graft Unit tweeted on Friday.

Court remanded Ngolobe to Kitalya prison until 18th August, 2021.

Katureebe has been appointed as Uganda Management Institute (UMI) Chancellor.

UMI is a government-owned national center for training, research, and consultancy in the field of management and administration in the country.It is on a similar level of public universities and degree-awarding institutions outside the military.

Katureebe will replace former Education Minister Namirembe Bitamazire.

“In exercise of the powers conferred upon me by Section 30(1) of the Universities and Other Tertiary Institutions Act 2001, as amended, I Yoweri Tibuhaburwa Kaguta Museveni do hereby appoint Bart M Katureebe Chancellor of Uganda Management Institute for a period of four years with effect from the date of assumption of duty,” Museveni said on 6th June, 2021.

Last year in December, Katureebe was appointed a Judge by the Supreme People’s Court of China.

Katureebe sits on the Court’s Expert Committee on adjudication of international commercial disputes.

“Bart Magunda Katureebe is appointed as a member of the International Commercial Court Expert Committee of the Supreme People’s Court of the People’s Republic of China for a four-year term, from December 8, 2020 to December 8, 2024,” the appointment letter read.

Justice Katureebe retired as Uganda’s Chief Justice in June, 2020 after five years of service. He was appointed to the position  in March 2015, replacing Benjamin Odoki.

The mattresses were received by 24 students who only passed in grade one.

The scientific event happened at Tourland cottages in Kisoro on Thursday.

According to Dr Nsaba Buturo, he thought it was paramount to reward
those with first grade to motivate other students.

“Rewarding best performers increases competitiveness and hence better
results. I call upon other leaders to join me and reward better students in their areas, ” Dr Buturo said.

He attributed the good performance among students in his constituency
on teachers, parents and students good relationship.

Among the rewarded include 11 students from St. Gertrude girl’s secondary school, 5 from Great Land secondary school, 3 from Kabami secondary school, 3 from Mutolere boy’s secondary while two are from Bufumbira Adventists vocational school.

Dr. Nsaba Buturo the distributed mattresses are worth 2,160,000 million shillings.

“Whether it is in Adjumani or Amuru, the commission will establish and advise accordingly,” he said.

The President was yesterday meeting some leaders from Acholi sub-region who were led by the Chief Justice His Lordship Alfonse Chigamoy Owiny-Dollo and included the Minister for Relief, Disaster Preparedness and Refugees, Hillary Onek Obaloker, the Minister of State for the Environment Hon. Beatrice Anywar Atim and the NRM Secretary General Richard Todwong at State Lodge Nakasero.

The President was the commission establish whether there were human settlements in Apaa by 1986 and whether Apaa is a critical area for conservation or not.

He also directed that the violence in Apaa must stop and that he will direct security organs to maintain peace in Apaa. Security will also investigate the previous violence and hold those responsible liable.

The President directed that any illegal settlements in Zoka forest must be stopped and those in the forest must leave.

Among other things, the Acholi leaders requested that Apaa be declared a sub-county and its management for the time being be brought to Central Government until the matter is resolved. They also requested that the people currently settled in Apaa should not be disturbed until the matter is resolved.

An increase in girls who are genitally mutilated in Kween district is stressing parents and local leaders during the COVID 19 pandemic.

Priscilla Chelangat, a female youth councilor in Kween district says before the COVID 19 pandemic, 21% were illegally genitally mutilated, but the COVID 19 pandemic situation in the last one year has escalated the situation to 60 % of girls genitally mutilated.

“In our culture when a girl is mutilated, they are regarded are mature and ready to get married including those below 17 years,” Chelangat says.

This has resulted into increase in teenage pregnancies due to early sex and marriages, unsafe abortions, sexually transmitted diseases, school dropouts and maternal deaths among young girl in Kween district.

But Dr. Ayub Wangubo, Kween district Health Officer says the district is grappling with young mothers in Kiriki sub county at 46%, Kaptum 33% and Benet and Ngenge at 27.9% respectively. Other affected sub counties are Sundet, Greek, River, Benet, Kwosir, Kitawoi and Twikat are the most affected sub counties of the 18 in Kween district.

The abortion rates are also alarming at 44.8% in all emergency reproductive health care admissions, where most of these are young girls. Teenage pregnancy stands at 17.9% while contraceptive use, mostly short-term methods stands at 46.2% in Kween district.

“It is unfortunate that we are unable to carryout post abortion care and therefore we as a district need to improve our referral health system,” Dr. Wangubo says.

Kween district has a total population of 115,200 people of which females form 51.4%. 55.10 % are young children below 18 years while 34 % are aged below 24 years.

Dr. Peter Ibembe, Director of Programs at Reproductive Health Uganda (RHU) says Kween district should aim to tackle all forms of gender-based violence that affect young people other than female genital mutilation. These are embedded in culture, gender and forms of social and physical interaction among the people of Kween district.

Aloysius Oloka, Kween Chief Administrative Officer says in order to ease the sexuality issues concerning young people in the ages of 10 to 24 years, the district leadership has partnered with Reproductive Health Uganda (RHU) to empower the young people to make the right decisions before engaging into early sex, marriages and dropping out of schools.

Dennis Ephraim Balwaniregha, Kween Resident District Commissioner (RDC) says Kween district’s rate of female genital mutilation is highest in Uganda compared to other districts in the region.
“I move around areas of Kween district and see so many children carrying fellow children, this poses a great risk for young girls dropping out of school, dependency burden to parents in Kween district,”Balwaniregha says.

Jackson Chekweko, RHU Executive Director says the partnership with Kween district will yield fruits to have a more manageable and productive population in Kween district.

“With funding from Netherland ministry of Foreign Affairs, through Rutgers, we have to move and work together in all corners of Kween district to stop Female Genital Mutilation, early sex, marriages, illegal abortions, but also learn how to handle issues of some people who are sexually deviant in our local communities of Kween district,” Chekweko says.

Robert Ocaya, National Coordinator at RHU for the Right Here Right Now 2 (RHRN2) program says the partnership with Kween district local government and other partners created to allow young people in all their diversity to enjoy their sexual and reproductive health and rights (SRHR) in gender-just societies.

The project seeks to unleash the power of youth, to increase public support for young people’s SRHR, to improve policies and laws, and to strengthen civil society.

Lobbying and advocacy is the Project’s main strategy, supported by mutual capacity strengthening at local and national levels for the next five years.

Ocaya says the RHRN2 project will be implemented in Kween, Kabalore, Mbale, Kasese, Kapchorwa and Kampala.

The deceased, Scovia Ndyakira passed on today morning at Nsambya hospital where she had been hospitalized.

Ndyakira has been deputy to Al Hajj Hassan Basajjabalaba, the district Party Chairperson since 2015.

The deceased has also been serving as the NRM chairperson for Kyamuhunga Subcounty.

She will be laid to rest on Sunday at Kabingo cell, Butare ward, Kyamuhunga Town council in Bushenyi district.

May her Soul Rest In Peace.

“You the youth leaders be should be clear, because you if are not, you are going to kill your own people. Stop being polite to people who are not working. Stop wasting your time and engage in production to be able to live purposeful lives,” he said.

The President was today speaking during the commemoration of the International Youth Day at Kololo Ceremonial Grounds under the theme; “Transforming Food Systems: Youth Innovation for Human and Planetary Health”.

Uganda has one of the youngest populations in the world, with 78% of the country being under the age of 30. According to reports, in the next 20 years the world’s population is projected to increase by a further 2 billion.

President Museveni who made a reference to his own personal journey ‘working while still young’ urged the you to engage in commercial agriculture, adding that government jobs are so few and cant employee all the youth.

The President urged the youth to engage in the four sectors of the economy of including commercial agriculture, industries, services and ICT. He noted that the NRM government has been very clear about wealth creation through these sectors.

Mr. Museveni highlighted deliberate programs such as peace and security, immunisation, education for all, skills and vocational training programs, infrastructure as well as wealth creation funds as government efforts aimed at creating condunsive environment to empower the youth.

On the issue of COVID-19 pandemic, the President noted that the main target of the government is the survival of the people. While he acknowledged that some businesses have collapsed, the President noted that the government through the Ministry of Finance will put in place measures to ensure a recovery process for those affected by the pandemic.

He appealed to the youth leaders to support the parish model to consolidate government efforts of creating wealth and fighting poverty saying that the majority of the people live in villages. He said government is committed to putting more funds to fight poverty.

The Gender and Social Development Minister, Hon. Betty Amongi applauded the government for the creating a favorable environment for the youth to work. Hon. Amongi noted that the surge in population was due to deliberate government programs to improve the health of its people.

The UN Resident Coordinator in Uganda, Ms. Susan Ngongi Namondo thanked the President for always prioritising the youth saying that Uganda is a youthful country.

She noted that UN and other development partners have in place programs aimed at sensitizing the people in the fight against poverty in Uganda. She pledged the UN’s total commitment to working with Uganda government and África in general for the common good of the people.

This will be the first task for the gaffer since assuming the role at the start of this month.

The coach has summoned a preliminary squad of 30 players to prepare for both the local and foreign training camps prior to the first Qualifier game against Kenya next month.

The squad named comprises of locally based players and the foreign based players that are currently in Uganda (off season). The remaining foreign based legion will be named at a later date.

The players will first undergo a mandatory COVID-19 test before entering residential camp at Cranes Paradise Hotel on Saturday.

Defender Enock Walusimbi taking a COVID-19 jab previously Training will commence on Monday, 16th August at a venue that will be communicated later. This will go on up to Saturday before the team departs for the foreign camp in Jordan.

In Jordan, Uganda Cranes will have two friendly games against the Syria National Team coming on 23rd and 26th August.

The team will then depart for Ethiopia on 27th August for another friendly game two days later. The remaining foreign based players will join the team here.

Uganda Cranes captain Emmanuel Arnold Okwi scored as Uganda defeated Ethiopia 1-0 in the last meeting (2019).
After the friendly game against Ethiopia, Uganda Cranes contingent will then move to Nairobi, Kenya on 31st August ahead of the first 2022 FIFA World Cup Qualifier game against the Harambee Stars.

Uganda is in Group E of the 2022 FIFA World Cup Qualifiers alongside Kenya, Rwanda and Mali.

Bank of Uganda wanted substitute Crane Bank Limited (in receivership) with Crane Bank Limited (in liquidation), saying it is still a licenced financial institution under resolution and the financial Intelligence Institutions Act of 2004.

Justifying the need for the amendment, Bank of Uganda lawyers led by Joseph Byamugisha argued that it was necessary for the disposal of the appeal that the capacity in which the Central Bank is managing and controlling Crane Bank and its assets and liabilities be stated.

However, in a ruling delivered on Thursday, Justices Ruby Opio-Aweri, Faith Mwondha, Lillian Tibatemwa, Ezekiel Muhanguzi and Percy Night Tuhaise, dismissed the application saying BoU’s concern of reflecting the capacity in which the Central Bank is managing and controlling Crane Bank can be addressed in the commencement of the hearing.

in a ruling issued on Thursday August 12 said, the arguments by BoU lawyers did not hold any water, as the status of the Crane Bank Ltd (in receivership), could be updated at the start of the hearing of the appeal.

“The substitution of an entity in receivership with that in liquidation in the appeal would taking into account the gist of the pending appeal not assist this court to resolve issues on the legality and lapse of the receivership and power of the receiver to sue, which are a subject of the appeal,”the Justices said.

“This application is therefore dismissed with costs to the respondents,” the panel further ruled in an unanimous judgement.

On June 23, 2020, the Court of Appeal upheld the judgment of Commercial Court in an application filed by BoU seeking a refund of Shs397 billion from businessman Sudhir Ruparelia which he allegedly pulled out from Crane Bank.

Justice David Wangutusi of Commercial Court in August 2019 dismissed a case in which BoU claimed that Mr. Ruparelia and his Meera Investments Ltd fleeced his own Crane Bank Ltd (now in receivership) of Shs397 billion.

But on June 30, 2020, the BoU announced they would appeal the judgement saying that receivership does not take away the corporate personality of a company which includes the right to trace and recover assets and the right to sue for those assets.

Justice Alfonse Owiny-Dollo, then Deputy Chief Justice led the panel that included Justices Cheborion Barishaki and Steven Musota to dismiss the BoU claims.

Justice David Wangutusi of Commercial Court in August 2019 had dismissed a case in which BoU claimed that Ruparelia and his Meera Investments Ltd fleeced his own Crane Bank Ltd (now in receivership) of Shs397 billion.

In his 52-page ruling, he said at the time BoU and Crane Bank (in receivership) filed the suit against Mr Ruparelia and his Meera Investments in January 2017, Crane Bank was a non-existing entity, having been terminated when the Central Bank sold its assets to DFCU Bank in October 2016.

The judge ruled that this rendered Crane Bank in receivership incapable of suing or being sued since there would be no assets to be claimed for.

Court noted that the public notice made it clear that BoU as the receiver had done an evaluation of the respondent (Crane Bank in receivership) and arranged for the purchase of its assets and assumption of its liabilities by another financial institution.

“In his [BoU] notice, he specifically stated that the liabilities of the respondent had been transferred to DFCU Bank Ltd and that because DFCU Bank had taken over the liabilities, it would, by way of consideration, be paid by conveying to it the respondent’s assets,” the judge ruled.
